The EU Needs a Directly Elected President

I want the whole world to become a single country. I want the European Union to become a single country as a stepping stone to this. But my wish for unification doesn't blind me to the faults of the EU as it is now.
The EU makes some appalling legislation, for instance fish discards, and the ban on rejecting employees based on inability to speak the language of the country they'll work in. And I agree that the EU isn't democratic enough.
The wisdom pronounced by political comentators is that the EU's position on any matter is decided in private by the German chancellor and the French president, and then the rest of the EU's machine falls in line behind them.
My solution to all of these problems is to give the EU an elected president. The electoral system would be one vote per EU citizen (no electoral college), with the two highest-polling candidates going to a run-off if nobody wins a majority in the first round.
The only powers of this president, to begin with, would be to appoint a cabinet and to initiate legislation. Initially the members of the cabinet wouldn't hold existing EU positions. For instance, the existing EU post of High Representative for Foreign Affairs and Security Policy wouldn't be appointed by the president.
The president's power to appoint these offices (presumably merging them with cabinet posts), and any other presidential powers (such as vetoes and executive authority) could subsequently come in through primary legislation, which would need a majority in the EU parliament to bring it in.
The EU presidency would be very unlike the US presidency, because the US is crushed in the grip two major parties with no other party having a hope of real power. In contrast, the EU is a mass of small parties with no major ones.
A president, once elected, would have to buy the votes of parties by giving cabinet posts to their members. So a president elected with a set of policies in mind would need to find parties which agree with those policies and ally with them in this way. This would mean dropping some policies for the sake of compromise, which would restrain extreme presidents.
